Terms of Service

These Terms of Service govern every quote, inquiry, and booking arrangement made through rajaampatseaplanetour.com, operated by Juara Holding Group as an independent coordination desk — not a seaplane operator. By submitting an inquiry you accept that quotes are non-binding until confirmed in writing, that the licensed operator’s carriage conditions control the actual flight, and that weather, Marine Protected Area (MPA) rules, and Indonesian aviation regulation can change or cancel any arrangement.

Effective date: this policy is dated 2026 and is reviewed periodically as Raja Ampat’s fee structure, permit rules, and operator landscape develop. Figures cited below are current as of 2026 and are subject to change without notice.

Who runs this desk, and what does “booking” mean here?

Rajaampatseaplanetour.com is published and maintained by Juara Holding Group, acting as an independent broker and coordination desk for scenic seaplane flights over Raja Ampat’s karst — Wayag, Piaynemo, Misool’s lagoons, and the Dampier Strait. The desk does not own, operate, crew, or dispatch aircraft. It is not affiliated with, and does not represent itself as, any named airline, charter operator, or aviation authority.

As of the September 2026 research snapshot used to build this site, no publicly documented scheduled scenic seaplane service over Raja Ampat exists with fixed retail prices or a published timetable. Government and regional reporting describes active interest in amphibious aircraft and water-airport development around Misool and Raja Ampat, including a 2025 account of local support in Papua Barat Daya for inter-island seaplane connectivity — but none of this constitutes a confirmed, bookable commercial product. For that reason, this site treats every flight as arranged on request through a licensed operator, quoted per flight at the time of inquiry, weather-dependent, and flown only in daylight.

What is a “booking” under these terms?

A “booking” on this site is a request for the desk to source and coordinate a quote from a licensed operator. It becomes a confirmed arrangement only once:

No verbal confirmation, hold, or “tentative booking” is binding on either party until step 3 is complete.

Whose rules actually govern the flight?

Once a flight is arranged, the operating carrier’s own conditions of carriage apply — its check-in requirements, baggage limits, passenger weight and manifest rules, cancellation and refund policy, and safety procedures. The desk passes these along but does not draft or control them. Indonesian civil aviation regulation applies to the flight itself; because no seaplane-specific numbered rule for Raja Ampat operations was identified in current public sources, passengers should confirm applicable procedures directly with the assigned operator before departure.

Marine Protected Area (MPA) rules also apply to any landing or approach within the Raja Ampat conservation area, administered by KKP Raja Ampat (Kawasan Konservasi Perairan Raja Ampat). These include the requirement to hold a Marine Park Entry Card and pay the Environmental Services Fee (LPJL), and a ban on jet skis and other motorised water-sports vehicles, on touching, chasing, or transacting in protected flora and fauna, and on littering or damaging natural features. Waste generated during a trip must be carried back to Waisai or Sorong.

Who pays park fees and levies, and how much are they (2026)?

Entry-related charges sit outside any operator’s flight price and are the traveller’s responsibility unless the written quote states otherwise:

Children under 12 are exempt from the regency levy. On top of these, 2026 travel guidance for boat-based Raja Ampat trips notes an additional USD 1,000–2,000 per cabin for international permits, covering the Raja Ampat fee, a Misool MPA fee, and a Wayag permit whose exact amount is not publicly published; a seaplane itinerary that touches these zones should expect comparable per-person or per-charter permit costs, confirmed by the operator before departure. These figures are date-stamped 2026 and subject to change by the regency, province, or KKP Raja Ampat without notice to this site.

What if weather cancels or delays the flight?

Seaplane operations are daylight-only and depend on visibility, wind, and sea-state at both the departure point and the landing site — conditions that can change quickly around Raja Ampat’s karst formations. If the operator cancels, delays, or diverts a flight for safety reasons:

  • The desk will relay the operator’s rebooking, credit, or refund offer as communicated to it — it does not independently guarantee a refund.
  • Any resulting cost (accommodation, connecting transport, missed liveaboard rendezvous) is the traveller’s responsibility unless the operator’s own terms state otherwise.
  • The desk will make reasonable efforts to help coordinate a revised plan but cannot compel an operator’s schedule or override a pilot-in-command’s safety decision.

How is personal data handled?

Personal data submitted through WhatsApp or email — name, contact details, passport information for permit processing, and travel dates — is collected only to prepare quotes, process bookings, and coordinate with the licensed operator, in line with Indonesia’s Law No. 27 of 2022 on Personal Data Protection (UU PDP). Data is shared with the relevant operator and, where required, with park authorities for permit issuance, and is not sold to third parties. Visitors connecting from the European Economic Area should note that this site is operated from Indonesia; while UU PDP shares core principles with the GDPR (purpose limitation, data minimisation, a right to request access or deletion), formal GDPR representation is not claimed. What are the limits of the desk’s liability?

Juara Holding Group, acting through this site, is liable only for its own coordination role — accurately relaying quotes, permit requirements, and operator terms. It is not liable for: flight delay or cancellation caused by weather, mechanical issues, or regulatory action; injury, loss, or damage occurring during the flight itself, which falls under the operator’s carriage terms and insurance; or changes to government levies, MPA fees, or aviation rules made after a quote is issued. The desk is not a licensed travel insurer, financial adviser, or legal adviser, and nothing on this site should be read as a guarantee of any specific outcome, saving, or availability.

What law governs disputes, and how do you reach us?

These terms are governed by the laws of the Republic of Indonesia, and any dispute is subject to the jurisdiction of Indonesian courts unless otherwise agreed in writing.
